A funeral service for Councilor Barlow will be held on Saturday, October 8 at 11 a.m. at the St. Helens High School Auditorium. Following the funeral service, a procession of vehicles will follow Barlow to his final resting place at Columbia Memorial Gardens on Highway 30 in Warren where a committal service will be held. The public is welcome to attend these memorial events. Following the committal service, a reception for Phil’s family, friends and City employees will be held at approximately 2 p.m. at the St. Helens Armory located at 474 South 7th Street.
